Set your Instant Pot to "Sauté" mode. Add olive oil, then sear the chicken breasts for 2-3 minutes per side until they develop a golden-brown crust. Remove them from the pot and set them aside.
In the same Instant Pot, add a bit more olive oil if needed. Sauté the rice, lemon zest, lemon pepper seasoning
Pour in the chicken broth and lemon juice, stirring to combine. Make sure to scrape any browned bits from the bottom for added flavor.
Place the seared chicken breasts on top of the rice mixture in the Instant Pot.
Close the Instant Pot lid, set the valve to "Sealing," and select the "Manual" or "Pressure Cook" mode for 8 minutes.
