Cook the cavatappi pasta according to the package instructions until it's al dente. Drain and set it aside.
In a large skillet over medium heat, cook the chopped bacon until it's crispy. Remove the bacon from the skillet and place it on a paper towel-lined plate to drain excess grease. Set aside.
Add the flour and whisk continuously for about 1-2 minutes until it's lightly browned and forms a roux.
Slowly pour in the milk while whisking to create a smooth sauce. Continue to whisk until the sauce thickens,
Reduce heat to low and add the shredded cheddar and mozzarella cheese to the sauce
Season the cheese sauce with salt and black pepper to taste. Add the cooked pasta and crispy bacon back into the skillet
